A replacement is a tear-off. Anyone quoting a new roof over the old covering is selling you a shorter roof, and in most cases a code problem.
The quote states the underlayment, the covering, the fastening pattern and the warranty — because those four things are the difference between two quotes that look identical on price.
Tear-off and deck inspection
We do not know what the deck looks like until the old covering is off. Rotten sheathing is priced per sheet, agreed before we replace it.

Covering and warranty
Manufacturer warranty plus our workmanship warranty, both in writing.
The inspection is free, and the photographs are yours either way.
